What is the actual chance of getting the winter rank and other ranks?

I think it's better that winter rank doesn't have a separate mine because it's not a purchasable rank... we're going to get more of these ranks probably, like a "Spring" rank or a certain holiday rank. If we had like 100's of mines that would make a lot of lag
