You will still lose things from the black market. The black market is like you are redeeming a note.
You don’t loose perks from /buy, but notes from crates and credit shop you do.

Personally i've also heard notes carry over, but Rob obviously knows what he is talking about.

Unless something was changed, notes don't carry over. But I haven't been keeping up with the server so something may have changed without my knowledge
