some quesitons about factions

i was told agility 2 and agility 3 are the same thing. is that true?
my faction members said that if you apply reinforced to a winter set or something it actually makes it lose durability faster. is that also true?
also when i go into warzone sometimes i can't use anything in my inventory, i can't even rearrange it. for example: try to eat food, the food eats but my saturation is not restored, or when i try to pot. the pots go out but never lands. If i relog this fixes it, but I just wanted to know if it's happening for anyone else too.

I do believe that reinforced is currently broken

The warzone bugs you've listen might just be you. I can't recall when any of these have occurred while I tried to do any of them.

are bows worth maxing out? since i barely see people using them

It depends on your skill in archery. They can combat tag players from a far if you and your team are trying to kill them. Also, it has the ability to poison those players from a far, essentially slowing them down so you can catch up to them faster. If you enjoy bowing and have the skill it requires to make shots that are necessary, then maxing them out may be an option.
