Changing DNS + Regedit Against The Rules?

Hello, I was thinking of changing my DNS and Regedit so it will be much easier to pvp, but I'm not sure if this is against the rules.

It does give an advantage, a lot of the good pvpers have their own private DNS and regedit which improves their internet.
