The NPC spawns on a stone slab in pvp in a different area every 6 hours for 20 minutes. It spawns Around 20 mins later each time it spawns. To see when it spawns and which slab it is on type /bm and it will give you coordinates. Use Fn+f3 to find the correct location. The NPC spawns with a yellow name tag.
