f(x) = sqrt(x)
g(x) = 7x + b
and y = f(g(x)) passes through (4,6)

so y = sqrt(7x + b)
and y^2 = (7x + b)

solving for b:
b = y^2 - 7x

since x=4 & y=6, substitute:
b = 6^2 - 7(4)
b = 36- 28
b = 8

Answer is A
